■ 01 项目背景

Project Background

西部（重庆）科学城是贯彻党中央推动成渝地区双城经济圈建设的重要举措，是成渝地区协同共建具有全国影响力科技创新中心的“极核”，是推动重庆高质量发展的重要引擎与六张“城市新名片”之一。结合《重庆都市圈发展规划》、《关于支持主城都市区同城化发展的改革举措》，落实强化辐射带动、加快交通建设、做大产业能级、加强科技创新、抓好规划落地五大举措，全面提升重庆都市圈发展能级和综合竞争力。西部（重庆）科学城以“科学之城、创新高地”为总体定位，将建成面向未来科技、未来产业、未来生活的未来之城，鼓励创新、开放包容、追逐梦想的梦想之城，科学家的家、创业者的城。

本次策划是片区后续法定控规编制的重要支撑依据，同时建立实施项目库，明确项目建设时序，提出指导近期、中期及远期的建设行动计划, 形成未来发展总体规划思路。

■ 04 设计内容

Design content

本次规划编制分为两个阶段。第一阶段为国际征集阶段，第二阶段为深化整合阶段。

This planning is divided into two stages. The first stage is the international solicitation stage, and the second stage is the deepening integration stage.

（一）国际征集阶段

4.1 International solicitation stage

对科学城九龙坡片区进行城市策划工作，包括谋划目标定位、提出产业发展策略、构建产业功能体系、布局城市配套功能、营造生产生活生态场景，同时对规划区内生态保护、土地利用、空间结构、交通组织、城乡融合等方面进行规划设计。最终提出规划的实施措施以及分期开发的保障措施，建立实施项目库，明确项目建设时序。

The work includes planning target positioning, proposing industrial development strategies, constructing an industrial function system, arranging urban supporting functions, creating ecological scenes of production and life, and providing ecological protection, land use, and space in the planned area. 整合各家方案亮点，完善城市行动计划，优化分区规划，从而指导控规编制法定化，指导西部（重庆）科学城九龙坡片区下一步规划实施工作。

■ 06 征集内容

The solicitation stage and schedule

本次征集分为三个阶段：公开报名、资格预审、方案编制及评审。

The solicitation is divided into three stages: public registration, qualification check, plan preparation and review.

第一阶段为公开报名。报名内容包含报名表、相关资质文件、主创设计师业绩、团队业绩等（详见附件1）。

The first stage is the public registration. The registration content includes registration form, relevant qualification documents, performance of chief designer, performance of team. (See Annex 1 for details).

第二阶段为资格预审。由资格预审委员会从有效报名的设计机构中，投票评选出票数前3名入围，1名备选。

The second stage is the qualification check. The prequalification committee will vote for the top 3 finalists and 1 candidate from the validly registered design institutions.

第三阶段为方案编制及评审。入围设计机构需按《西部（重庆）科学城九龙坡片区城市策划国际方案征集书》要求，开展方案设计。由评审委员会从提交的有效方案机构中，评选出1个一等奖，1个二等奖，1个三等奖。

The third stage is the planning and review. The shortlisted design agency shall carry out the plan design in accordance with the requirements of the "Solicitation of International Plans for the Urban Planning of the Jiulongpo Area of Western (Chongqing) Science City ". The review committee will select 1 first prize, 1 second prize, and 1 third prize from the submitted effective scheme institutions.

■ 07 申请人资格要求

Applicant qualifications

本项目要求联合报名，须具备如下条件：

This project requires joint registration, which must meet the following conditions:

1、联合体成员单位不超过3家。联合体成员中申请人为国内机构的，须具有城乡规划甲级资质；申请人为境外机构的，须在其所在国家或地区应具有合法营业范围，并具有相应设计许可。联合体成员至少一方应符合以上相应资格条件，另一方不得为个人。同时要求联合具有产业策划经验的机构报名。

7.1 No more than 3 member units of the consortium. If the applicant among the consortium members is a domestic institution, it must have Grade A qualification for urban and rural planning; if the applicant is an overseas institution, it must have a legal business scope in the country or region where it is located, and have corresponding design licenses. At least one of the members of the consortium shall meet the corresponding qualifications above, and the other party shall not be an individual. At the same time, it is required to register with organizations with industrial planning experience.

2、联合体各成员单位应共同签署一份联合体协议书，并明确各设计机构的职责分工、各自承担的工作量及权益比例。主办方将与联合体签多方合同，并按照权益比例分别付款。

7.2 Each member unit of the consortium shall jointly signa consortium agreement, and specify the division of responsibilities of eachdesign agency, their respective workloads and equity ratios. The organizer willsign a contract with each member of the consortium. The organizer will sign amulti-party contract with the consortium and pay separately according to theproportion of equity.

3、组成项目联合体的各成员单位不得再以自己的名义单独申请资格预审，也不得同时加入本项目其它联合体申请资格预审。

7.3 Each member unit of the consortium cannotapply for qualification check separately in its own name, nor can it join otherconsortia of the project for qualification check at the same time.

4、申请人团队配置应包含产业策划、城乡规划、交通规划、生态景观等相关专业。

■ 08 应征报名及资料提交

Application materials and submission

（一）报名资料

8.1 Registration information

报名资料包括征集报名表、商业登记/营业执照、资质证书、法定代表人授权委托书、联合体协议书、主创设计师业绩介绍、团队人员构成安排及其他有帮助的资料（如获奖证明及荣誉等）等文件。

The application materials include solicitation of registration form, business registration/business license, qualification certificate, power of attorney of legal representative, consortium agreement, performance introduction of chief designer, team composition and other information Documents (such as award certificates and honors).

主创设计师须由牵头单位担任。主创设计师业绩介绍需提供3-5个由本人领衔的同类型设计项目业绩资料，应包含：项目名称、项目地点、项目规模、设计内容、主要设计人员、项目完成时间（正在进行的可备注为正在进行）、项目图片（规划设计图或实景照片）以及相关证明材料（合同关键页、中标通知书等）。业绩资料若经核实非本人业绩或其他内容存在虚假，主办单位有权随时取消参选资格或终止合同。项目业绩资料应单独整理成册，可与报名资料一起装订。

The lead designer must be the lead unit. If the performance information or other content is verified to be false, the organizer has the right to cancel the qualification or terminate the contract at any time. Project performance data should be separately organized into a book, which can be bound together with the registration data.

需提供项目设计团队主要参与人员简历（表格）、项目业绩情况（表格，只列项目名称），以及所有团队成员在职证明材料。

The resume (form) of the main participants of the project design team, project performance (form, only the project name), and all team members’ on-the-job certification materials are required.

（二）资料提交

8.2Information submission

递交资格预审报名文件截止时间为2021年12月17日16时00分（中国北京时间），设计机构需提交附件1-4资料的纸质版（正本1份，副本7份）及所有电子版报名材料（内容应完全一致），其中正本封面须加盖联合体各成员公章，副本可为正本复印件。

逾期送达或者未送达指定地点的资格预审报名文件，主办方将不予受理。

■ 09 设计费用

Design cost

设计机构在规定时间内提交有效应征文件，且满足技术任务书文件要求，由评审委员会按程序对3家联合体机构提交的方案设计成果进行评审，并确定排名。设计机构将获得如下奖金（含税）：

The design agency shall submit effective applicant documents within the specified time and meets the requirements of the technical task document. 一等奖（1名）：总计人民币叁佰万元整（小写￥3,000,000.00元），其中包括奖金人民币壹佰伍拾万元整（小写￥1,500,000.00元）及方案深化整合费用人民币壹佰伍拾万元整（小写￥1,500,000.00元）；

First prize (1 winner): a total of three million yuan (lowercase ￥3,000,000.00), including a bonus of one hundred and fifty thousand yuan (lowercase of ￥1,500,000.00) and the deepening of the program integration cost of one hundred and fifty thousand yuan (lowercase ￥1,500,000.00);

■ 12 征集说明

Directions

（一）本次国际征集公告采用中英文对照格式，当中英文内容不一致时，以中文为准。

12.1 This international solicitation announcement adopts Chinese or Chinese-English bilingual format, if the meaning of content is inconsistent of Chinese and English versions, the Chinese one shall prevail.

（二）本次国际征集阶段时长约60天；深化整合阶段时长约60天。（深化整合阶段时间可根据项目进度调整）

12.2 The time of the international solicitation phase is about 60 days; the time of the deepening phase is about 60 days. (The deepening time can be adjusted according to the project progress)

（三）主办单位的日程安排时间均以中国北京时间为准。受疫情影响，主办单位可对具体时间节点和会议形式作适时调整，并及时通知设计机构。

12.3 The schedule by the organizer is based on Beijing time. Due to the Covid-19 pandemic, the organizer can make timely adjustments to the specific time nodes and meeting way, and notify design agencies in time.

（四）获得正式邀请函的设计机构主创设计师与主要设计人员须亲自参与启动会现场踏勘、方案评审、深化阶段主要会议的交流与汇报，并用中文进行汇报。请设计机构根据各地区疫情防控要求提前作好相应准备。

12.4 The chief designer and main designers of the design agency who have received the formal invitation letter must personally participate in the site survey, conceptual plan review, exchanges and reports at the main meetings of the deepening stage, and report in Chinese. Design agencies are requested to make corresponding preparations in advance according to the requirements of Covid-19 prevention and control at different regions.

（五）凡报名参加本次活动的设计机构，均被视为同意并接受本次活动规则以及各阶段相应的文件及其补充（修改）文件和澄清文件之全部内容及条款。

12.5 All design agencies that sign up for this event are deemed to have agreed and accepted the rules of this event and the corresponding documents at each stage, as well as their supplementary (modified) documents and all the contents and terms of the clarification documents.

（六）应征设计机构联合体需保证所有报名材料真实、合法和有效，并承担相关法律责任。

12.6 The consortium of applied design agencies shall ensure that all application materials are true, legal and valid, and bear relevant legal responsibilities.

（七）各申请人参加本次活动产生的一切费用均自理。
