一

项目背景

Project Description

重庆市巴南区惠民片区位于重庆东部生态城中部，巴南区惠民街道范围内，地处樵坪山与明月山之间，北邻重庆东站、南近南彭公路物流基地等国际开放门户。

Huimin Area belongs to Huimin Sub-District ofChongqing Ba’nan District, center of Chongqing Eastern Eco-City. It liesbetween Qiaoping Mountain and Mingyue Mountain, and is adjacent tointernational transportation hubs such as Chongqing East Railway Station in thenorth, and Nanpeng Highway Logistics Base in the south.

重庆东部生态城位于中心城区东部槽谷、长江生态文明湾区，范围包括西至铜锣山，东抵东温泉山、双寨山之间的巴南区、南岸区全域，和广阳湾智创生态城与江北区五宝镇，是国家城乡融合发展示范区、长江经济带绿色发展示范区。在中心城区“一核、两江、三谷、四山、五城、六名片”的城市布局中，东部生态城对应建设“国际化、绿色化、智能化、人文化”现代城市中“绿色化”的承载地、未来生态城市样板。

Chongqing Eastern Eco-City is located at theeastern valley area of Chongqing city proper and the Yangtze EcologicalConservation Bay. It covers Ba’nan District and Nan’an District which areembraced by Tongluo Mountain in the west and East Hot Spring Mountain andShuangzhai Mountain in the east. Guangyang Bay Eco-City for Smart Technology& Innovation and Wubao Town of Jiangbei District also fall within itsreach.

Chongqing Eastern Eco-City is recognized as aNational Demonstration Zone for Urban-Rural Integrated Development and aDemonstration Zone for Green Development along the Yangtze Economic Belt.

It plays a significant role in Chongqing’s urbanplanning of developing One Core Area, Two Rivers, Three Valleys, FourMountains, Five Urban Sections, and Six Name-Card Projects. When Chongqingstrives to become an international, green, smart and human-centered city,Chongqing Eastern Eco-City will make its contribution to the green developmentas a model of future-oriented eco-city.

“十四五”期间，巴南区提出了“一区五城”战略重点，即：全面建设国家城乡融合发展试验区，加快建设南部新城、重庆国际生物城、重庆高职城、惠民智慧总部新城和大江科创城。其中，惠民智慧总部新城包括惠民、南彭、南泉、天星寺4个镇街部分区域，面积约69平方公里，聚焦建设国际化、绿色化、智能化、人文化城市典范，围绕“创新+”“文化+”“生态+”，打造绿色产业科技研发基地、文化创意产业基地、现代智慧总部基地。

For the 14th Five-Year Plan period,Ba’nan District has set forth a series of strategicpriorities of developing the National Pilot Zone for Urban-Rural IntegratedDevelopment, accelerating the construction of the New Southern City, ChongqingInternational Bio-City, Chongqing Higher Vocational Education City, HuiminSmart Headquarters New City and Dajiang S&T Innovation City.

Among them, the Huimin Smart Headquarters New Cityincludes parts of the four towns and sub-districts, namely Huimin, Nanpeng,Nanquan and Tianxingsi, covering an area of approximately 69 square kilometers.It aims to become a fine example of an international, green, smart andhuman-centered city. Following the philosophies of “Innovation+”, “Culture+”and “Ecology+”, it is developing the Science and Technology R&D Base forGreen Industries, Cultural and Creative Industry Base, and Modernized SmartHeadquarters Base.

惠民片区紧邻广阳湾智创生态城、重庆国际生物城、南彭国际商贸物流城等东部生态城核心功能板块，是东部生态城“一江十脉、三带七群”山水田园都市空间格局中的重要组成部分，是巴南区发展战略重点中惠民智慧总部新城的重要功能承载地。为高起点、高标准、高水平规划建设惠民片区，特开展本次城市设计方案国际征集。

Huimin Area is close to the Core Sections ofChongqing Eastern Eco-City such as Guangyang Bay Eco-City for Smart Technology& Innovation, Chongqing International Bio-City, and Nanpeng InternationalTrade and Logistics City. It is indispensable in the urban landscape plan whichconsists of the Yangtze, Five Mountains, Five Rivers, and Three DevelopmentBelts. It is also a key location of Huimin Smart Headquarters New City, whichis among the strategic priorities of Ba’nan District.

We have launched this Request for Proposal tosolicit design plans from home and abroad for Huimin Area for its developmentwith a high starting point, high standards and high quality.

征集目的

Solicitation Goals

本次旨在征集具有前瞻性与创新性的城市设计理念和方案。以“人”为核心，立足自身优势、注重区域协同和差异化发展，研究谋划新时代背景下重庆市巴南区惠民片区的发展愿景。采用“生态沁人、形态宜人、业态塑人、活态聚人、神态动人、心态悦人”六态协同的场景营造方法，围绕智慧总部经济园区的建设，重点打造“智慧创新”的生态产业社区场景，描绘“诗意栖居”的未来生活场景，展现“青山绿水”的生态游憩场景，建设生态价值新标杆、城乡融合新示范、绿色发展新引擎、品质生活新家园、智慧城市新样板。

The solicitation of the city design scheme aims to collect prospective andinnovative concepts and schemes. The scheme shall be humanity-oriented, basedon the city’s own advantages, attentive to regional coordination and featureddevelopment, envisaging the new era and planning for the future development. Atthe same time, the scheme is to integrate the following six ideas into thescenario designing, i.e., friendly ecology, pleasant construction, cultivatingbusiness, active community, appealing look and harmonious neighborhood, and inthis way, to fully create a smart & innovative industry community based onthe construction of smart headquarters economic parks, to depict poeticlivelihood, to embody ecological leisure. The scheme shall demonstrate the valueof ecology, the integrated urban-rural development, the driving force of green economy, the high-quality living standards and model urban planning of smart cities.

设计范围

Design Scope

本次征集分为总体城市设计和详细城市设计两部分。

The solicitation includes two parts: generalurban design, and detailed urban design.

（一）总体城市设计 General Urban Design

总体城市设计范围东至明月山“四山”管控区范围线、南至忠兴、西至樵坪山山体保护线、北至惠民街道界（具体范围详见图2），面积约24平方公里。

The generaldesign shall cover the area of about 24 square kilometers from the MingyueMountain section of “The Forbidden Line of Four Mountains” to the east, theboundary of Zhongxing to the South, the mountain protection line of QiaopingMountain to the west and the boundary of Huimin Sub-District to the north (see Picture 2 for detailed information of the scope).

（二）详细城市设计 DetailedUrban Design

详细城市设计范围不少于2个地段，必须包括首开区、惠民湖周边区域。具体范围由设计单位根据总体方案选取，总面积不小于3平方公里（不含水域），其中每个地段不小于1平方公里，重点覆盖城市公共功能和产业功能集中区域。

The detailed urban design scope shall includeat least 2 areas, which must cover the firstly developed area and thesurrounding area of Huimin Lake. The specific scope can be selected by theapplicant accordingly with no less than 3 square kilometers of total area(excluding water), of which no less than 1 square kilometer for each area,focusing on covering the concentrated area of urban public functions and industrial functions.

设计内容

Design Contents

（一）总体城市设计 GeneralUrban Design

结合樵坪山、明月山生态人文资源，依托重庆东站、南彭公路物流基地，立足环樵坪山“大数智”产业带，谋划总体定位，优化国土空间规划布局，深化落实东部生态城规划的生产、生活、生态场景体系。优化生态格局和生态服务功能，构建蓝绿交织的生态网络；塑造自然与城市有机融合的空间形态，构建符合山水肌理的组团式、簇群化空间格局；策划重大功能项目、细化产业布局，落实“数字产业化、产业数字化，生态产业化、产业生态化”要求，以智慧创新驱动绿色转型，实现绿色低碳循环发展；构建智慧绿色交通体系，优化内部交通组织，打造多层次慢行网络，推动智慧交通发展，促进品质出行；营造城乡融合的景观风貌，突出小镇形态、山村意象、田园意境，再现“巴渝乡愁”风貌特色。

Integratingthe ecological and cultural resources of Qiaoping Mountain and MingyueMountain, linking Chongqing East Railway Station and Nanpeng Highway LogisticsBase, the general design shall center on the “Big Data Intelligence” IndustryBelt around the Qiaoping Mountain, sketch out the overall orientation withoptimized use and plan of land, to fully implement the industrial, living andecological scenario as programmed for the Eastern Ecological City. Meanwhile,the following functional requirements shall be considered in the generaldesign: ecologically friendly surroundings in the sky and the earth withecology setup and function best calculated, shaping the spatial form of natureand urban city, building a pleasant community in line with the landscape. Inthe design, functional projects and detailed industry layout are to be planned,so as to implement the requirements of "industrialized digital economy,digitalized industry; industrialized ecology economy and ecologicalindustry". Through smart innovation, the design shall realize greentransformation and low-carbon development of the Area; build a smart greentransportation system, optimize internal transportation, build a multi-levelslow traffic network, and promote smart and quality transportation of the Area;create a landscape style of urban-rural integration, intertwine area feature,mountain image and pastoral imagination to reproduce the Bayu Nostalgia.

（二）详细城市设计 DetailedUrban Design

内容包括但不限于对功能布局、开发强度、交通组织、建筑群空间组合关系和塔楼的布局，以及建筑高度、体量、形态、风貌等方面提出控制要求；明确公共开放空间布局、形式和规模，开展场地景观设计、生态景观设计、道路景观设计等，并对重要开放空间周边的城市界面进行管控；重点针对首开区、惠民湖周边等重要区域进行街区形象设计，包括区域地标、天际轮廓、街道界面、重要节点、滨水景观环境等。

The contentsinclude but are not limited to the following: putting forward controlrequirements for function layout, development intensity, traffic organization,spatial combination of building and layout of towers, and the height, volume,shape, architectural style of the buildings. Meanwhile, the design is alsosupposed to define the layout, form and scale of public open space, and carryout site design, ecological landscape design, road landscape design. Plus, itis also required to implement control over the urban interface around importantopen spaces. For the key areas, such as the areas around firstly developed areaand Huimin Lake, block image design is to be carried out, as well as urbanlandmarks, the skyline, street interface, important nodes, waterfront hydrophilic landscape environment and so on.

征集形式

Solicitation Approaches

本次方案征集采用公开报名的方式，公告发布后，即视为报名开始。

The solicitation will take public registration and submission. After theannouncement is issued, registration is deemed to begin.

主办单位通过对公开报名单位进行资格预审，遴选5家高水平设计单位（含联合体）参与方案征集，并选出3家备选团队。若报名设计单位（含联合体）不足8家，将采用意向邀请方式，邀请其他优秀设计团队参与。

Throughpublic registration and prequalification, the Hosts will select5 high-level applicants (consortium included) to participate in the designscheme recruitment, and three applicants will be selected as substitute.In case ofless than 8 registrations, intentional invitation will be adopted, andqualified candidates will be invited to participate.

公开报名申请人资格

Qualification Requirements for PublicRegistration Applicants

（一）报名团队成员中申请主体为国内机构的，须具有城乡规划甲级或工程设计建筑行业（建筑工程）甲级资质；申请主体为境外机构的，须在其所在国家或地区应具有合法营业范围，并具有我国境内合法经营和设计许可。不接受境外机构单独报名。鼓励境内外机构联合及设计团队跨界联合，融合城市设计、建筑设计、景观设计、产业与功能策划等不同经验的团队，联合体成员不超过3家。不接受个人及个人组合的报名。

If themain applicant of the candidate team is a domestic institution, an A-levelQualification for Urban and Rural Planning or Engineering Design andConstruction Industry (Construction Engineering) is required; as for overseasapplicant, authorized business scope in the registration country or region, ANDa legal business and design license in China are required. No foreigninstitutions will be accepted to apply solely. It is highly recommended that applicant entities from both home andabroad unite no more than 3 member teams with urban design, architecturaldesign, landscape design, industrial or functional planning experience to forma consortium. Individual applicant or union of individuals are not qualified.

（二）申请人（含联合体）须在方案征集启动会召开之前按照《重庆市基础测绘地理信息成果提供使用管理办法》要求取得1:2000矢量地形图的申领资格，并及时按程序申领地形图。

The applicant or consortium must obtain1:2000 vector topographic maps in accordance with the requirements of the ChongqingBasic Mapping Geographic Information Results Provision and Use ManagementMeasures before the launch of the scheme solicitation, and timely apply fortopographic maps in accordance with the procedures.

（三）申请人（含联合体）团队配置需包含城乡规划、城市设计、建筑设计、景观设计、交通设施设计相关专业，及产业研究、功能策划相关人员。

The applicant or consortium should have professionals related to urbanand rural planning, urban design, architectural design, landscape design andtransportation facilities design, as well as personnel related to industrialresearch and function planning.

（四）联合体报名需提交具有法律效力的《联合体协议》，明确牵头单位。

The consortium applicant shall turn inthe Consortium Agreement with legal effect, clarifying the leadingentity.

（五）联合体各方不得再单独以自己名义，或者与另外的设计单位组成联合体参加本次竞赛。法定代表人为同一个人的两个及两个以上法人，母公司、全资子公司及其控股公司，不得同时报名参赛。

The consortium members shall notparticipate in the competition in its own name or form a consortium withanother design entity. Two or more legal persons whose legal representative isthe same person, parent companies, wholly-owned subsidiaries and their holdingcompanies shall not register for the competition at the same time.

（六）申请人（含联合体）业绩要求：2018年1月1日至今，承担过同类型的城市设计类项目（须提供合同复印件并加盖申请人公章）。

Performance requirements of the applicant(consortium included): since January 1, 2018, the candidate applicant shallhave the experience of the same type of urban design projects (a copy of thecontract required and stamped with the official seal of the applicant).

（七）申请人（含联合体）业绩奖项、主创设计师的经历及业绩奖项、团队成员资历将作为资格评审的重要参考。

The applicant's awards (consortiumincluded), the experience and performance awards of the main designer and thequalification of team members will be used as an important reference for qualification evaluation.

（八）申请人（含联合体）不得存在下列情形之一：

1.申请人是不具有独立法人资格的附属机构（单位）；

2.被责令停业的；

3.被暂停或取消投标资格的；

4.财产被接管或冻结的；

5.在最近三年内有骗取中标或严重违约或重大质量问题查证属实的；

6.因合同纠纷或质量纠纷进入仲裁或司法程序，尚未结束的。

The applicant (consortium included) shallnot be under any of the following circumstances:

a. The applicant is a subsidiary body (unit)without independent legal entity;

b. Being ordered to suspend business;

c. Being suspended or disqualified frombidding;

d. Whose property is taken over or frozen byrelevant authority;

e. In the last three years, there have been fraudulent bid winning, serious breach of contract or major quality problemsverified;

f. The contract dispute or quality disputehas entered arbitration or judicial proceedings and has not been completed.

（九）参与本次征集的设计人员应为设计单位（含联合体）的在册人员，主创设计师应由主持过多个同类型项目的规划师或建筑师担任，且须直接参与本次征集方案设计全过程。

The designers participating in thisrecruitment shall be the registered personnel of the design entity (consortiumincluded). The chief designer shall be a planner or architect who has presidedover multiple projects of the same type, and must directly participate in the whole process of this recruitment.

注：以上时间均为中国北京时间，若受疫情等不可抗力因素影响，主办单位可对活动具体时间节点、启动会、方案评审会形式作适时调整。若入围团队未及时取得测绘成果申领资格并申领到地形图，影响编制进度，由入围团队自行负责，方案中期检查等时间节点不会因此延后。

Note: the listed time is Beijing Time(UTC+8:00). In case of pandemic, the Hosts will adjust the specific time node of theevent, the form of launching meeting and review meeting in due time. Thefinalist applicant should be responsible for the team progress of thepreparation. If the finalist applicant fails to obtain the qualification ofmapping results and topographic maps in time, the mid-term inspection and otherdetermined timetable of the solicitation shall not be delayed.

征集说明

Specifications

（一）公开报名的申请人（含联合体）将由主办单位组织专家对报名材料进行资格预审，前5名作为入围团队，同时第6-8名作为备选（须排序）。若入围团队因自行放弃等原因无法参与，由主办单位按照备选团队排序依次替补。

The Hosts will invite experts to prequalify theapplicants (consortium included) for public registration. The top 5 will be theshortlisted design entities, and the 6th-8th will be the substitutes (inorder). If the shortlisted ones are unable to participate due to reasons suchas abandonment by themselves, the Hosts shall replace them according to the order of substitutes.

（二）入围团队应按照附件8相关要求，将申请材料提交给重庆市测绘成果分发服务大厅（详询023-67033390），按程序申领1:2000矢量地形图。

The finalist applicant should submit theapplication materials to Chongqing Mapping Results Distribution Service Hall(for details, please call 023-67033390) and apply for 1:2000 vector topographicmaps according to the procedures in accordance with the relevant requirementsin Annex 8.

（三）申请人（含联合体）须保证所有报名材料真实、合法和有效，不得利用他人资质冒名顶替，一经发现将取消资格，并追究相关责任。

The applicants (consortium included) mustensure that all application materials are true, legal and effective, and shallnot use others' qualifications to impersonate. Once found, it will bedisqualified and prosecuted for liability.

（四）申请人（含联合体）通过资格预审入围后，方案评审会前须进行方案中期检查会，具体会议形式及要求将由主办单位提前一周通知。

After the applicant (consortium included)has passed the prequalification, a mid-term inspection meeting shall be heldbefore the design review meeting. The specific meeting form and requirementswill be notified by the Hosts one week in advance.

（五）主创设计师须出席各阶段的重要会议，包括但不限于启动会、方案中期检查会、方案评审会，以及整合深化阶段的相关重要会议。

The chief designer must attend importantmeetings at all stages, including but not limited to the Launch Meeting,mid-term inspection and review meeting, and relevant important meetings at Stage3.

（六）若主创设计师与资格预审材料所提交的信息不符或未经主办单位认可擅自更换主创设计师，则视为参加方案征集的资格无效，主办单位将对其单位和个人纳入相关诚信管理。

If the chief designer is inconsistentwith the information submitted in the prequalification materials or is replacedwithout the approval of the Hosts, the participation qualification will bedeemed invalid, and the Hosts will report the liability of both the entityand the individual to relevant credit management system.

（七）入围团队在规定时间内提交有效应征文件，由方案评审委员会按程序对提交的成果进行评审，确定3家推荐方案。

1.入围团队将获得如下奖金（含税）：

3家推荐方案：各人民币壹佰万元整（小写¥1,000,000.00元）；

其他方案：各人民币伍拾万元整（小写¥500,000.00元）。

2.对于成果偏离任务书要求过大、质量太差的，经方案评审委员会评议认定，主办单位有权不支付征集奖金，并进行公开通报。

3.主办单位综合审议后，从3家推荐方案的入围团队中确定1家获得整合深化权，签订整合深化合同，费用不超过人民币叁佰万元整（小写¥3,000,000.00元）。入围团队如果自愿放弃整合深化权，主办单位有权指定其他2家单位中的任何1家开展整合深化工作。

4.以上费用均为人民币，并且本次征集活动仅以人民币结算。

The shortlisted applicants shall submitvalid application documents within the specified time, and the Review Committeeshall review the submitted results according to procedures and determine THREErecommended schemes.

a. The shortlisted applicants will receivethe following bonuses (including tax):

Three recommended schemes: CNY One Million(in figures ¥ 1,000,000.00);

Other schemes: CNY Five Hundred Thousand (infigures ¥ 500,000.00).

b. If the final design deviate too much fromthe requirements of the assignment and the quality is too poor, the Hosts hasthe right not to pay the bonus and make an announcement after being evaluatedand determined by the Review Committee.

c. After the comprehensive review from the Hosts, oneof the shortlisted applicants that provided the selected THREE recommendedschemes shall be determined according to relevant procedure to obtain thepriority of the deep integration and will sign a contract, with the value notexceeding CNY Three Million (in figures ¥ 3,000,000.00). In line with theexpert reviews and the requirements of the Hosts, the designated entity or consortium shallfinish the final design of the scheme. If the shortlisted applicant is to giveup the right of integration, the Hosts has the right to designate any of the other two entities to finishthe integration.

d. The a/m fees are in CNY, and thisrecruitment will only be settled in CNY.

（八）方案征集过程中发生的一切费用及因奖金、整合深化费用而发生的有关税费，由设计单位（含联合体）自行负责。

All the taxes caused by the bonus andintegration contract shall be borne by the design entity (consortium included)itself.

（九）本次征集为中英文对照说明，最终解释语言以中文为准。

This announcement is in both Chinese andEnglish, and Chinese is final authoritative.

成果要求

Requirements of the Design

（一）资格预审材料：包含申请人报名表、资质证明文件、申请人及主创设计师相关业绩、主创设计团队成员表及相关证明材料等；提交联合体协议、联合体成员工作分工方案，具体要求详见附件。

Prequalification: the applicationmaterials shall include the application form, qualification documents, relevantperformance of the applicant and the chief designer, the main team members formand relevant materials; the Consortium Agreement and work division plan ofconsortium members. See the attachment for more details.

（二）方案征集成果：包括设计成果与汇报成果两部分。设计成果包含但不限于表达设计内容要求的文本（包括文字说明和相关图纸），A3规格（297mm*420mm），一式20本。汇报成果包括展板、演示多媒体、汇报PPT，其中，展板为A0规格（1189mm*841mm），不少于6张；演示多媒体约6分钟（含动画）；总汇报时长（包括多媒体播放时间）不超过20分钟。需提交与设计成果和汇报成果一致的电子文件，以U盘形式提交，一式2份。具体要求以最终发布的任务书为准。

Scheme recruitment: the recruitment iscomposed of design and report results. The design results include but are notlimited to the text explaining the design (including text and relevantdrawings), in A3 paper (297mm * 420mm), 20 copies. The report results includedisplay boards, multimedia presentations and PPT reports, of which the displayboards are in A0 size (1189 * 841mm), with no less than 6 slides; multimediadisplay for about 6 minutes (including animation); The total report time(including the play of multimedia) shall not exceed 20 minutes. Electronicdocuments consistent with the design results and report results shall besubmitted in the form of USB flash disk, 2 copies. The specific designrequirements shall be subject to the final scheme collection assignment.

（三）整合深化成果：主要包括城市设计说明书、导则、实体模型及动画宣传片等，达到《重庆市城市设计编制技术导则》地段城市设计深度。具体成果要求根据整合深化合同确定。

Integration of the designs: It mainlyincludes urban design instructions, guidelines, solid models and animatedpublicity films, and shall reach the Chongqing Urban Design PreparationTechnical Guidelines lot urban design depth. The detailed requirements ofthe achievements will be determined according to the contract in the Stage 3.

报名时间及资格预审材料递交

ApplicationTime and Pre-qualification Materials

（一）报名时间：2022年03月18日—2022年03月28日（中国北京时间）。

Signing-up Time: March 18- 28, 2022(Beijing Time, UTC+8:00).

Submission of Registration Materials: The applicant (consortium included) needsto turn in Prequalification documents both in paper and electronic version. Thepaper materials should be sent to Chongqing City Planning Association (Room710, Building 3, Chongqing Planning Surveying and Mapping Innovation Base,Yubei District, Chongqing), and the electronic version of the documents shouldbe sent to the designated email address. The deadline for both version is17:00, March 28, 2022, and overdue will not be accepted.
