无锡市滨湖区人民政府（主办方）和无锡市自然资源和规划局滨湖分局（承办方）作为征集人将于2022年2月-5月开展无锡市滨湖区红沙湾科学城、灵山湾创新城和九龙湾智造城概念规划与重点地区城市设计国际方案征集活动。本次征集以三个片区分为三个包件。本次征集将通过公开资格预审的方式为每个包件择优选择三位应征人参加征集。

Wuxi Binhu District People's Government (the Sponsor) and Binhu branch of Wuxi Bureau of natural resources and planning (the Organizer) as the Soliciter, will carry out the International Solicitation of Conceptual Master Planning and Urban Design Schemes in Key Areas of Hongsha Bay Science City, Lingshan Bay Innovation City and Jiulong Bay Intelligent Manufacture City in Binhu District of Wuxi from February to May 2022. The Solicitation is divided into three packages based on the three areas and will select three candidates for each package through public prequalification.

如今，滨湖正以创新滨湖，美丽滨湖为关键抓手，落实太湖湾科创带建设，提出“五湾五城拥湖发展”的空间战略，着力推进蠡湖湾未来城、运河湾现代城、红沙湾科学城、灵山湾创新城、九龙湾智造城五湾五城建设，从关键区域重点突破，打造区域动能转换和高质量发展的新增长极，全面建设成为高品质美丽湖湾区、高质量发展标杆区。

At present, Binhu District is trying to execute the construction of Taihu Science & Technology Belt through the process of turning it into a place with innovation businesses and a beautiful environment. The spatial strategy of "mutual development of five bay areas " is proposed, which focuses on promoting the construction of five bay areas, namely, Lihu Bay Future City, Yunhe Bay Modern City, Hongsha Bay Science City, Lingshan Bay Innovation City and Jiulong Bay Intelligent Manufacture City. The strategy shall be carried out by taking the key areas as the breakthrough, so as to create a new growth pole of regional kinetic energy conversion and high-quality development, and finally develop all five areas into high-profile beautiful bay areas and high-quality development benchmark areas.

为进一步对标国际一流，充分彰显滨湖生态、科创魅力，系统打造城市高品质发展空间，现面向境内外优秀设计团队公开征集红沙湾科学城、灵山湾创新城、九龙湾智造城概念规划及重点地区城市设计方案。

In order to further its level as a first-class international bay area, to fully demonstrate its eco-friendly and technology-innovation charms, and to systematically create high-quality urban development spaces for Binhu District, both domestic and overseas excellent design teams are hereby invited to join the competition and provide conceptual master planning and urban design proposals for key areas of Hongsha Bay Science City, Lingshan Bay Innovation City and Jiulong Bay Intelligent Manufacture City.

Design Brief

征集内容/Scope of Solicitation

本次方案国际征集的内容为红沙湾科学城、灵山湾创新城和九龙湾智造城三个片区的概念规划与重点地区城市设计。

The Scope of Solicitation consists of three packages which include conceptual master planning and urban design of key areas of Hongsha Bay Science City, Lingshan Bay Innovation City and Jiulong Bay Intelligent Manufacture City.

包件1：红沙湾科学城概念规划与重点地区城市设计

Package 1: Conceptual Master planning and Urban Design of Key Areas of Hongsha Bay Science City

山林毓秀，人杰地灵。苏锡常南部高速从红沙湾科学城中部东西穿越，展示无锡南部城市景观，是太湖湾科创带C核引领区。区域涵盖康山诸、军嶂山脉等自然资源，南泉老镇及古村吴塘门村等文化资源，有融创文旅城、南泉科技园等科研生活文旅资源点。

A Place Endowed with Excellent Natural Resources and Gifted Talents. With the South Suzhou-Wuxi-Changzhou Expressway passing through the middle of Hongsha Bay Science City from the east to west, the Park presents a magnificent urban landscape of the southern Wuxi, and is playing the role of a leading area of the central-core of Taihu Science & Technology Belt. This area covers places with abundant natural resources such as Kangshanzhu and Junzhang Mountain, and cultural resources including Nanquan Old Town and the ancient Wutangmen Village, as well as scientific research life and cultural tourism attractions such as SUNAC Resort and Nanquan Science Park, etc.

（1）概念规划范围/Scope of Conceptual Master planning

红沙湾科学城位于滨湖区雪浪街道东南侧，南临太湖，北以军嶂山体为界，东至行政界线，总面积约28.1平方公里。

Hongsha Bay Science City is located in the southeast of Xuelang Sub district in Binhu District, which is adjacent to Taihu Lake in the south, bounded by Junzhang Mountain in the north, and extends to the administrative boundary in the east. Its gross area occupies around 28.1 square kilometers.

（2）城市设计范围/Scope of Urban Design

红沙湾科学城重点地区东至五湖大道，南到苏锡常南部高速，西临长广溪，北以南湖中路为界，总面积约2.1平方公里。

The key area of Hongsha Bay Science City extends to Wuhu Avenue in the east, Suzhou-Wuxi-Changzhou Southern Expressway in the south, Changguangxi in the west and Nanhu Road Central in the north, covering a total area of about 2.1 square kilometers.

包件2：灵山湾创新城概念规划与重点地区城市设计

Package 2: Conceptual Master planning and Urban Design of Key Areas of Lingshan Bay Innovation City

一花一叶，山水禅意。灵山湾创新城涵盖灵山胜境、拈花湾禅意小镇等多处风景名胜,有胡将军墓、马山革命烈士纪念碑等文化遗产，环山东路与古竹路为主要道路，未来太湖隧道和苏锡常南部高速开通，交通可达性和便利性将进一步加强。

Flowers and leaves set off Zen of the landscape. Within Lingshan Bay Innovation City, there are quite a few tourist attractions such as Lingshan Buddhist Scenic Spot and Zen Culture Town of Nianhua Wan, as well as cultural heritages such as General Hu’s Cemetery and Mashan Revolutionary Martyrs Monument. The trunk roads within the Park include Huanshan Road East and Guzhu Road. In the future, when Taihu Tunnel and Suzhou-Wuxi-Changzhou Southern Expressway open, its traffic accessibility and convenience will be further enhanced.

（1）概念规划范围/Scope of Conceptual Master planning

灵山湾创新城位于滨湖区马山街道西南角，古竹河以南区域，总面积约30.0平方公里。

Lingshan Bay Innovation City is situated in the southwest corner of Mashan Subdistrict in Binhu District, and is to the south of Guzhu River. It has a total area of about 30.0 square kilometers.

（2）城市设计范围/Scope of Urban Design

灵山湾创新城重点地区东至规划道路，南到七里风光堤，西临和平路，北以新龙路为界，总面积约1.5平方公里。

The key areas of Lingshan Bay Innovation City stretch from the proposed road in the east, the Seven-mile Scenery Dike in the south, Heping Road in the west, to Xinlong Road in the north. It possesses a total area of about 1.5 square kilometers.

包件3：九龙湾智造城概念规划与重点地区城市设计

Package 3: Conceptual Master planning and Urban Design of Key Areas of Jiulong Bay Intelligent Manufacture City

山水湖湾，产业先驱。九龙湾智造城倚于青龙山西侧，内有直湖港、胡埭人民公园等自然资源，区域北侧有阖闾古城遗址区，内有秦金墓。区域内部环镇北路以北均为工业厂房，是滨湖区重要产业基地。内部西环路与钱胡路与市级道路连结，交通便利。

A Bay Area with Advantageous Natural Resources and Pioneering Industries. Jiulong Bay Intelligent Manufacture City is located on the west of Qinglong Hill, which is provided with natural resources such as Zhihu Port and Hudai People’s Park, as well as the relics of Helv Ancient Town in its north. People can find Qin and Jin tombs within the heritage city. Within the city, there are industrial plants located to the north of Huanzhen Road North, which is an important industrial base of Binhu District. The Xihuan Road and Qianhu Road inside the city are interconnected with the municipal roads, which provide convenient transportation circulations.

（1）概念规划范围/Scope of Conceptual Master planning

九龙湾智造城位于滨湖区胡埭镇西北角，东起西环路，南至胡埭人民路，西接陆马公路，北至342省道，总面积约23.9平方公里。

Jiulong Bay Intelligent Manufacture City is located in the northwest corner of Hudai Town, Binhu District. It extends from Xihuan Road in the east, Hudai Renmin Road in the south, Luma Highway in the west and the provincial highway No. 342 in the north, which covers a total area of about 23.9 square kilometers.

（2）城市设计范围/Scope of Urban Design

九龙湾智造城重点地区东至刘闾路，南临环镇北路，西到直湖港，北以钱胡路为界，总面积约2.1平方公里。

The key areas of Jiulong Bay Intelligent Manufacture City are about 2.1 square kilometers extending from Liulv Road in the east, Huanzhenbei Road in the south, Zhihu Port in the west and Qianhu Road in the north.

征集要求/Brief of Technical Requirements

概念规划要求/Requirements for Conceptual Master planning

概念规划应突出生态引领、多元创新、以人为本的发展要求。践行“绿水青山就是金山银山”的理念，凸显滨湖区山水城市魅力；坚持以全球化视野谋划区域创新，融入全球创新网络，以创新引领发展；以建设宜居宜业宜游优质城市生活为抓手，吸引高端人才聚集，促进滨湖高质量发展。

The conceptual master planning should highlight the development requirements of ecological guidance, diversified innovation and human-oriented. The master planning is expected to practice the concept of "lucid waters and lush mountains are invaluable assets", and to highlight the charm of Binhu District's beautiful landscape. Regional innovation shall be achieved by master planning from a global perspective, so that the bay areas are well integrated into the global innovation network, and development is furthered through innovation. Through the construction of high-quality urban life which is suitable for living, entrepreneurship, and tourism, the bay areas will thus be able to attract high-end talents and their high-quality development can be promoted.

处理好山水与城市、文化遗产与产业发展、旅游度假与市民生活、综合交通与片区发展之间的关系。立足区域格局，深入研究各板块在环太湖湾、无锡市、太湖湾科创带的地位和作用，明确发展的总体目标、战略与规模；拟定战略导向突出、发展脉络清晰、功能组合有机、空间意向生动的整体空间结构，并提出相应的功能布局与空间组织。强调民生为先，以多元化、国际化要求，高标准配套相应的服务设施与交通支撑体系，构建具有生态活力、文化张力、产业动力耦合的山、湖、城、景融合空间。

The relationship between the areas' natural conditions and urban spaces, cultural heritages and industrial development, tourist resorts and citizens' life, as well as the integrated transportation system and regional development, should be properly handled. An in-depth study of the position and role of each area in the circumjacent Taihu Bay area, Wuxi City, and Taihu Science & Technology Belt shall be conducted based on the regional structure, so that the overall goal, overall strategy and scale of development are clearly understood. An overall spatial structure with a prominent strategic orientation, clear development context, organic functional combination and vivid spatial intention should be proposed, and corresponding functional layout and spatial organization be put forward. The master planning proposal shall be livelihood-oriented, and be supported with high-standard public facilities and transportation system by following diversified and internationalized requirements, so that spaces incorporated with mountains, lakes, urban areas and landscape are constructed, which is full of ecological vitality, cultural contexts and industrial dynamics.

重点地区城市设计要求/Requirements for Urban Design of Key Areas

落实概念规划的核心理念，以生态环境保护为首要前提，突出城市与生态自然和谐之美，依托资源禀赋，促进产城景互促共荣，塑造独具魅力的城市气质与特色空间形象。具体包括城景关系的深入研究、各片区的功能业态细化、物质空间形态设计、公共空间塑造以及交通支撑体系建设等内容，提出详细具体的规划与城市设计方案，同时给出切实可行的城市形态风貌和空间环境品质的管控要求。

The core concept of conceptual master planning shall be reflected. By taking ecological environment protection as the premise, the harmonious beauty between the urban spaces and the ecological nature shall be demonstrated. Mutual promotion and common prosperity of the industries, urban development, and landscape shall be promoted by taking advantage of the resources endowment, so as to a unique charming urban temperament and characteristic spatial image. To be specific, an in-depth study of the relationship between urban spaces and landscape, the detailed functions of each area, design of physical spatial forms, design of public spaces, as well as the construction of transportation systems shall be carried out. Detailed and specific master planning and urban design proposals shall be provided, which includes practical supervising requirements for urban forms and spatial environment qualities.

时间安排（暂定）/Schedule (tentative)

征集费和奖金/Solicitation Fee and Bonus

评审委员会将对三个包件的最终方案分别进行评审。每个包件的第一名方案的应征人将获得征集费和奖金280万人民币（含税），其它两位应征人将获得征集费人民币150万元（含税）。

The evaluation committee will review the final scheme of the three Packages respectively. The candidate winning the 1st prize of each package will receive a solicitation fee and bonus of RMB 2.8 million (including tax) and the other two candidates will receive a solicitation fee of RMB 1.5 million (including tax).

征集人将委托第三方代理咨询机构负责本次方案国际征集的组织工作。所有与本次方案征集相关的信息以今后发布的正式公告和资料为准。本次方案征集的正式公告拟于2022年1月底-2月初发布。

The Solicitor will entrust a third-party consulting agency to be responsible for the organization of the solicitation. All information related to this scheme solicitation shall be subject to the official announcements and materials issued in the future. The official announcement of this scheme solicitation is planned to be released between the end of January to the beginning of February 2022.
