宁波西枢纽主体建筑概念性方案征集！

为将宁波西枢纽片区建设成为国际化超级枢纽典范和国际化滨海大都市的龙头标杆，宁波西枢纽建设开发有限公司作为方案征集单位，现举办“宁波西枢纽主体建筑概念性方案征集”活动，公开邀请国内、外富有创新精神和交通枢纽规划设计经验的设计机构前来申请应征，在此发布资格预审公告。

In order to make Ningbo West Hub Area into an international super hub model and a leading benchmark of an international coastal metropolis, Ningbo West Hub Construction Development Co., Ltd., as the Competition Host, officially launches the Competition of Conceptual Design Plan for the Main Building of Ningbo West Hub, and sincerely invites design institutions with innovative spirit and experience in transportation hub planning and design at home and abroad to apply for the competition. It hereby releases the prequalification announcement.

宁波作为副省级市、计划单列市，经济持续快速发展，现已成为世界第四大港口城市，中国大陆综合竞争力前15强城市，也是长三角五大都市圈中心城市之一。目前正在深入实施的“一带一路”和长江经济带建设两大国家战略以及杭州湾经济区建设在宁波交汇叠加，这是国内许多城市无可比拟的独特优势。

为增强宁波对外辐射能力，助推长三角区域创新发展，提升城市发展能级，宁波已正式启动宁波西枢纽建设。宁波西枢纽是服务宁波、服务浙江省、服务长三角、服务国家战略的重大枢纽性工程，是宁波重塑都市空间、完善都市功能、优化都市品质、提升都市能级的龙头牵引性工程。宁波将举全市之力推进，坚持一流标准、一流品质，以战略性、系统性、整体性、协同性思维推进西枢纽规划建设，打造现代化滨海大都市的卓越地标。

I. Project Background

As a sub-provincial level city and an independent plan city, Ningbo has achieved sustained and rapid economic development. It has become the fourth largest port city in the world, the top 15 cities with comprehensive competitiveness in Chinese Mainland, and one of the central cities of the five metropolitan areas in the Yangtze River Delta. Being involved in the two national strategies of the "the Belt and Road" and the establishment of the Yangtze River Economic Belt, which are being implemented in depth, and the development of the Hangzhou Bay Economic Zone, Ningbo owns the unique advantages that many cities in China cannot compare with.

In order to enhance Ningbo's external influence, boost the innovation and development of the Yangtze River Delta region, and improve the city development level, Ningbo officially make its concern to develop Ningbo West Hub. Ningbo West Hub is a major pivotal project serving Ningbo, the whole province, the Yangtze River Delta, and the national strategy. It is a leading traction project for Ningbo to reshape urban space, improve urban functions, optimize urban quality, and improve urban energy level. Ningbo will promote with the strength of the city, adhere to first-class standards and quality, promote the planning and construction of the West Hub with strategic, systematic, integrated and collaborative thinking, and build an outstanding landmark of a modern coastal metropolis.

西枢纽片区将以现代化多式联运综合交通大枢纽为核心载体，创建国际区域性高能级综合资源要素配置新平台，环杭州湾产业集群更迭价值链升级的新引擎和宁波新时期下站城融合的国际化航空大都市，形成长三角南翼参与国际国内双循环的新动力源。

本次方案征集活动将围绕西枢纽建筑本体，以“空铁一体”和“站城融合”为目标，打造高效聚合各种大容量、大规模的交通资源，融合多维商业业态、多维换乘、城市公园、创意创想等多种场所，打造功能完备、空间集成、风貌优美的“宁波第一地标”。

II. Competition Objectives

The West Hub area will take the modern multimodal transport hub as the core carrier, create a new international regional platform for the allocation of high-level comprehensive resource elements, a new engine for upgrading the industrial value chain around Hangzhou Bay, and an high integrated industry-city and international aviation metropolis for Ningbo in the new era, thus forming a new power source for the south wing of the Yangtze River Delta to participate in the international and domestic dual circulation.

The design of this competition will focus on the main building of the hub and aims at obtaining an " air-rail integrated " and " station-city integrated" hub. It will efficiently aggregate various large-capacity and large-scale transportation resources, integrate multi-dimensional commercial formats, multi-dimensional transfers, urban parks, creative ideas and other places and create a "First Landmark of Ningbo" with complete functions, integrated space and beautiful features.

本次方案征集范围分为枢纽核心区和协调联动区。

枢纽核心区范围包含T3航站楼、宁波西站站房（含车场）、综合交通换乘中心（GTC）、枢纽上盖和进出通道、停车场站等；枢纽地下空间（含轨道交通车站设计，和贯通建筑的地下空间）其他配套用房的用地区域。

协调联动区范围包括机场南二跑道以南航站区、飞行区、工作区等区域；高铁站前第一城市界面用地区域。

主要内容包括不限于：

（一）枢纽核心区建筑规划建筑概念方案设计以及人行换乘方案。

（二）枢纽核心区车行交通集散方案及配套设施布局和交通组织方案。

（三）协调联动区的总平面布局以及部分紧贴枢纽核心区的第一城市界面的综合开发意向。

详见第五章“设计任务书”。

III. Design Content and Scope

The scope of this competition includes the hub core area and the coordination and linkage area.

The core area of the Hub includes Terminal 3, Ningbo West Railway Station Buildings (including the parking lot), comprehensive transportation transfer center (GTC), the upper cover of the Hub, the access passages, the parking station, etc.; the underground space of the Hub (including the rail transit station design, and the underground space through the building), and the area for other supporting buildings.

The scope of the coordination and linkage area includes the terminal area that south to the second south runway of the airport, flight area and working area and the first city interface area in front of the high-speed railway station.

The main contents include but are not limited to:

1. Architectural planning and architectural conceptual design of the core area of the Hub, as well as the pedestrian transfer scheme.

2. The distribution plan of vehicle traffic in the core hub area, the layout of supporting facilities and the traffic organization scheme.

3. The general layout of the coordination and linkage area and part of the comprehensive development intention of the first city interface close to the hub core area.

1. 申请人资格条件要求

1.1申请人资格要求

（1）境内申请人资格要求

注册在中华人民共和国境内的申请人须具有独立的企业法人资格或事业单位法人资格，并持有工商行政管理部门核发的有效企业法人营业执照或事业单位法人证书。

（2）境外申请人资格要求

境外申请人（是指在中华人民共和国境外以及香港、澳门特别行政区和台湾地区注册登记的、从事建设工程设计活动的企业）具有所在国或所在地区主管部门核发的企业注册登记证明（须提供外国企业所在国官方文字与中文译本两种文本）。

IV. Eligibility Requirements

1. Qualification Requirements

1.1 Eligibility Requirements

(i). For domestic applicant

Applicant registered within the People's Republic of China must have independent enterprise legal person qualification or public institution legal person qualification, and hold valid business license of enterprise legal person or certificate of public institution legal person issued by the department of administration for industry and commerce.

(ii) For overseas applicant

The overseas applicant (refers to the enterprise registered outside the People's Republic of China, Hong Kong, Macao and Taiwan, and engaged in construction engineering design activities) must have the enterprise registration certificate issued by the competent department of the country or region where the applicant is registered (the supporting documents must be provided in both Chinese and official language in applicant’s registered country or region).

1.2申请人资质要求

申请人须满足以下（1）或（2）资质要求：

（1）境内独立申请人，或联合体成员均为境内申请人，或联合体成员既有境内申请人又有境外申请人，应满足以下要求：

申请人（以联合体申请的指联合体任一成员）须具备行政主管部门核发的工程设计综合甲级资质，或建筑行业设计甲级资质，或建筑行业（建筑工程）设计甲级资质，或建筑设计事务所甲级资质，并在人员、设备、资金等方面具有相应的设计能力。

（2）境外独立申请人，或联合体成员均为境外申请人，应满足以下要求：

申请人（以联合体申请的指联合体任一成员）应当是其所在国或者所在地区的设计行业协会或组织推荐的会员；或者境外企业具有所在国或所在地区主管部门或有关组织核发的设计许可证明（以上资料须提供境外企业所在国官方文字与中文译本两种文本）。

注：本款所述的联合体成员包含联合体牵头人。

1.2 Qualification Requirements

The applicant shall meet the following (1) or (2) qualification requirements:

(i) For those who is independent domestic applicant, or a consortium with all domestic members, or a consortium with both domestic and oversea members, they shall meet the following requirements:

The applicant (for consortium refers to any member in the consortium) must have the comprehensive Class A qualification for engineering design issued by administrative department, or the Class A qualification for design in the construction sector, or the Class A qualification for design in the construction sector (construction engineering), or the Class A qualification for architectural design firms, and have the corresponding design ability in terms of personnel, equipment, funds, etc.

(ii) For those who is independent overseas applicant, or a consortium with all overseas members, they shall meet the following requirements:

The applicant (for consortium refers to any member in the consortium) must be a member recommended by the design sector association or organization in its country or region. Or the overseas applicant has a design license issued by the competent department or relevant organization of the country or region where it is registered (the supporting documents must be provided in both Chinese and official language in applicant’s registered country or region).

Note: The consortium member refers to all members including the consortium leader.

2. 联合体要求

本次方案征集接受联合体申请。联合体成员优先考虑配置包含民航、铁路、建筑、轨道交通、城市规划和商业策划等类型的综合型机构。以联合体申请的需符合以下要求：

（1）联合体所有成员（含联合体牵头人）数量不超过6家；

（2）联合体各方不得再以自己名义单独或参加其他联合体申请本项目资格预审，否则各相关资格预审申请均无效。

（3）项目负责人由联合体牵头人拟派。

2. Consortium Requirements

The competition accepts consortium application. Preference is given to institutions with comprehensive majors including civil aviation, railway, architecture, rail transit, urban planning and business planning. For those who applies as consortium, they shall meet the following requirements:

(i) The number of members in one consortium do not exceed six.

(ii) No consortium member is allowed to participate in the competition again alone or in another consortium. Otherwise all the applications are invalid.

(iii) The project leader shall be assigned by the consortium leader.

3. 申请人业绩要求

自2012年7月1日以来[业绩获得时间以中标（选）通知书落款时间或合同签订时间为准]，申请人（以联合体申请的指联合体任一成员）应承担过以下（1）和（2）设计业绩：

（1）单体建筑面积为10万平方米及以上的机场航站楼建筑本体设计项目；

（2）单体建筑面积为10万平方米及以上的铁路站房建筑本体设计项目。

业绩证明资料及要求详见第二章“申请人须知”第3.2.4款。

3. Experience Requirements for Applicant

Since July 1st, 2012 (the date is subject to the time of signing the letter of acceptance or the time of signing the contract), the applicant (for consortium refers to any member in the consortium) shall have both of the following (i) and (ii) project experience:

(i) Airport terminal design with single building area of 100,000 square meters and above;

(ii) Railway station design with single building area of 100,000 square meters and above.

Details requirements for experience proof materials are in Clause 3.2.4 in Chapter II. Data to Applicant.

4. 拟派项目负责人业绩要求

自2012年7月1日以来[业绩获得时间以中标（选）通知书落款时间或合同签订时间为准]，申请人拟派项目负责人以项目负责人或主创设计师身份，至少承担过以下（1）或（2）设计业绩：

（1）单体建筑面积为10万平方米及以上的机场航站楼建筑本体设计项目；

（2）单体建筑面积为10万平方米及以上的铁路站房建筑本体设计项目。

业绩证明资料及要求详见第二章“申请人须知”第3.2.5款。

4. Experience Requirements for Project Leader

Since July 1st, 2012 (the date is subject to the time of signing the letter of acceptance or the time of signing the contract), the project leader shall have the following (i) or (ii) project experience as project leader or chief designer:

(i) Airport terminal design with single building area of 100,000 square meters and above;

(ii) Railway station design with single building area of 100,000 square meters and above.

Details requirements for experience proof materials are in Clause 3.2.5 in Chapter II. Data to Applicant.

5. 其他要求

不同申请人的单位负责人为同一人或者互相存在控股、管理关系的，不得同时提出参征申请。法定代表人为同一个人的两个及两个以上法人的，母公司、全资子公司及其控股公司不得同时提出参征申请。

5. Other Requirements

Application is not accepted if different applicants have the same person who is in charge or have a shareholding or management relationship with each other. Neither for those whose legal representative is the same person for one or two or more applicants. Parent company, wholly-owned subsidiaries and their holding companies shall not apply for the competition at the same time.

本项目公开征集具有相关设计经验的设计机构前来申请应征，提交资格预审申请文件。通过资格预审选取六家入围申请人（即为参征人，下同）参加征集活动，并提交参征设计方案。通过以下方式，评选出中选方案：

1. 第一阶段：报名及资格预审

（1）资格预审报名及提交资格预审申请文件时间按照本资格预审公告第六条“征集日程”执行。

（2）由方案征集单位组建资格预审评审委员会，对申请人所提交的有效资格预审申请文件进行评审，并根据总得分高低顺序推荐六家申请人作为入围申请人（同时选出两家有排序的备选申请人，如有入围申请人退出参征，则由备选申请人依序替补）。

（3）方案征集单位向六家入围申请人发送正式的征集文件。六家入围申请人需按时递交《参征确认函》和参征保证金。

2. 第二阶段：设计方案编制及优选方案确定

（1）参征人提交符合设计任务书要求的设计成果文件。

（2）方案征集单位将组建评审委员会，经评审以不排名方式推荐三个优选方案，并提交给方案征集单位确认。

3. 第三阶段：方案优化及中选方案确定

（1）三个优选方案参征人根据评审委员会及相关部门的意见与建议，完成方案优化。

（2）方案征集单位按程序确定中选方案参征人，中选方案参征人根据方案征集单位意见与建议，继续完成方案深化。

V. Competition Rules

The competition is open to the all design institutions with relevant experiences. Six shortlisted agencies will be selected to the formal competition and submit design deliverables. The final winner will be determined as the following phases:

Phase I: Registration and Prequalification Evaluation

(i) The schedule for application registration and submission follows timelines in Section VI. Schedule.

(ii) It will select the top six shortlisted agencies by the prequalification evaluation committee and two alternative agencies (with ranking) that will replace in order any of the six shortlisted agencies that quits.

(iii) Formal competition documents will be shared to the six shortlisted design agencies, who shall submit the Participation Confirmation Letter and Participation Security on time.

Phase II. Deliverables Preparation and Top Three Winners Selection

(i) The shortlisted design agencies submit the deliverables meeting the requirements of the Design Assignment.

(ii) It will select the top three winners (without ranking) by evaluation committee organized by the Host and confirmed by the Host.

Phase III. Design Improvement and Final Winner Selection

(i) The top three winners will improve and submit their designs as per evaluation committee and relevant departments.

(ii) The Host will select the final winner, who will continuously improve its design as further advices from the Host.

VI. Schedule

注：所有时间均以北京时间为准，方案征集单位保留调整日程安排的权利。

Note: All the time mentioned is Beijing time. The Host reserves the right to adjust the schedule.

经专家评审，符合设计任务书要求的各参征人依据其排名将获得如下费用：

1. 中选方案参征人：获得设计补偿费和设计深化费人民币850万元（含税）；

2. 第二名和第三名优选方案参征人：分别获得设计补偿费人民币350万元（含税）；

3. 第四名至第六名参征人：分别获得设计补偿费人民币200万元（含税）。

若经专家评审，设计成果文件未达到本次设计成果深度要求的，方案征集单位将按征集文件有关规定扣减设计补偿费或设计深化费。

VII. Bonus

Each shortlisted agency whose deliverables meeting the requirements after evaluation will receive the following bonus according to their ranking:

1. The first winner awards RMB 8.5 million RMB (incl GST);

2. The second and third winners each awards 3.5 million RMB (incl GST);

3. The fourth to sixth agencies each awards 2 million RMB (incl GST).

If the review committee considers that the deliverables submitted by the design agency can't meet the depth and requirements, the Host will deduct the bonus as the competition document specified.

1. 发售时间：2022年10月31日至2022年11月11日（节假日除外）上午09:00 —11:30，下午13:30—17:00（北京时间），逾期不予受理。

3. 售价：资格预审文件每份售价为人民币500元，售后不退。如需邮购，请在报名资料中写明邮寄地址、收件人及联系电话，并需另付50元人民币特快专递费，按下述开户银行及账号汇款（汇款单上应注明汇款用途及资格预审项目名称），代理单位不对邮寄过程中的遗失负责。

注：1. 自购买资格预审文件之日起，申请人应保证其提供的联系方式（电话、电子邮件和邮寄地址）及联系人一直有效，以便及时反馈信息。若有变更请以电子邮件方式及时通知代理单位，否则方案征集单位和代理单位不承担由此引起的一切后果。2. 未购买本项目资格预审文件的申请人，其资格预审申请将被拒绝。3. 在购买资格预审文件的同时需按本款第4项要求进行资格预审报名。

VIII. Prequalification Document Acquisition and Registration

1. Acquisition time: 09:00-11:30 am and 13:30-17:00 pm (Beijing Time) from October 31st to November 11th, 2022 (except weekend and holidays).

2. Acquisition address: Ningbo International Investment Consulting Co., Ltd (Room 1919 and 1920, 19th Floor, Minghui Dongfang, NO.555 North Shiji Avenue, Yinzhou District). The prequalification document will be shared on site or delivery.

3. Cost: RMB 500 for each copy of prequalification document and is not refundable after sale. If needs delivery, please specify the delivery address, receiver and phone number in the registration materials, and pay an extra of RMB 50 for the delivery cost. The payment shall be transferred into the following account (The transfer statement shall specify the transfer purpose and competition’s name). The Organizer will not be responsible for the lost during delivery.

① For domestic applicant: copy of business license of enterprise legal person or certificate of public institution legal person (with applicant’s seal); for overseas applicant: copy of enterprise registration certificate (with applicant’s seal).

② For consortium: provide a name list of dedicated consortium leader and members (no format requirement).

③ Applicant’s value ID copy (with applicant’s seal), contact phone number and email address. It the prequalification document is bought by delivery, provide purchase statement and specify delivery address, receiver and phone number)

Note: 1. From the date of purchasing the prequalification documents, the applicant shall ensure that the contact information (phone number, email and delivery address) and contact person provided are always valid for timely information exchange. If there is any change, please notify the Organizer by email, otherwise the Host and the Organizer will not bear all the consequences arising therefrom. 2. Applicant who does not purchase the competition’s prequalification document will be rejected. 3. Applicant shall register as the Clause 4 requirements in this Section when purchasing the prequalification document.

逾期送达的或者未送达指定地点的资格预审申请文件，方案征集单位（代理单位）不予受理。

IV. Submission of Application Documents

1. Deadline for prequalification application documents submission: please refer to Section VI. Schedule.

2. The prequalification application documents are able to be submitted on site or delivery:

(i) On site submission address: Ningbo International Investment Consulting Co., Ltd (Room 1918 <NO.1 Bid Opening Room>, Minghui Dongfang, NO.555 North Shiji Avenue, Yinzhou District, Ningbo, Zhejiang).

(ii) Delivery address: Room 1919, Minghui Dongfang, NO.555 North Shiji Avenue, Yinzhou District, Ningbo, Zhejiang); Contact: Xin Bingming (Phone Number: 13738431077). Application documents shall be delivered to this address. The delivered time is the time that the Organizer signs the receipt.

The prequalification application documents that are delivered overdue or not delivered to the designated address will not be accepted.
